Captain Tootsie returns with his Secret Legion, this time to take on criminals posing as ghosts. This World War II comic book ad ignores war dangers, unlike many other Captain Tootsie ads of the era.

C.C. Beck again provides the artwork for the ad. The resulting resemblance to Captain Marvel, save Tootsie's blond hair, is obvious. Much of the sense of humor and fantasy that permeates these Captain Tootsie ads can also be seen in the pages of Whiz Comics, during the same period.
